Why do internet scams ask you to enter your information first before you find out all the hidden fee.?

It seems that even the perceived safe sites like Google has money making scams they suck you into their really cheap offerings , collect your e-mail info etc, and when your'e in the real cost, monthly and otherwise appears, this is criminal. First all the cost should be exposed, not just the $1.99. or free , but the hidden costs before any info is demanded. This would go a long way to curbing internet phishing and other scamming techniques...|||that is their method of gaining your personal information.|||Yeah, but if the business in question were honest in the first place about the costs, then it wouldn't be a scam, now would it?
